Roles and Responsibilities of Safety Supervisor
1. HSE Compliance & Implementation
o Implement and ensure compliance with the Project HSE Plan and ROSHN HSE
Manual.
o Enforce site safety and security rules and ensure their effective implementation.
o Ensure proper implementation of the Permit to Work (PTW) system at the site.
2. Inspections & Monitoring
o Conduct daily site inspections to ensure compliance with HSE requirements.
Report findings/non-compliances to site management for corrective actions.
o Conduct weekly site inspections with the area site engineer and safety officer, issue
reports, and address site-related HSE concerns with the execution team.
o Conduct internal monthly inspections for Area PM & CM and prepare and submit
reports to the HSE Manager.
o Conduct monthly internal inspections with area safety officers for subcontractors,
assess critical safety concerns, and report findings to the HSE Manager.
o Witness all electrical and mechanical safety inspections.
o Inspect facilities, machinery, and safety equipment to identify and correct potential
hazards and ensure compliance with safety regulations.
o Monitor occupational health standards and welfare arrangements.
o Verify and record the monthly inspection of camps, portable cabins, PPE, hand &
power tools, equipment, scaffolding, etc.
3. Training & Awareness
o Conduct weekly mass toolbox talks for the workforce and maintain attendance
records.
o Conduct safety evaluations for workforce and execution staff.
o Communicate lessons learned from near-miss incidents, accidents, and HIPOs with
recommendations to project teams and workforce.
4. Incident Investigation & Reporting
o Lead investigations of near misses, accidents, and work-related injuries, identify
causes, and propose corrective actions.
o Prepare and review incident/accident investigation reports, ensuring compliance
with preventive measures.
o Monitor and follow up on immediate and long-term corrective actions to prevent
recurrence.
5. Emergency Preparedness & Drills
o Prepare drill scenarios, conduct mock drills, and submit action reports.
o Ensure emergency response plans and fire protection/prevention measures are in
place.
o Assist the initial response team during site emergencies.
6. Coordination & Documentation
o Coordinate daily with area safety officers, assist them in resolving issues by liaising
with the Engineer or Construction Manager as needed.
o Review and record daily, weekly, and monthly HSE inspections and reports, ensuring
accuracy and improvements where necessary.
o Ensure all site activities have valid and approved Method Statements and Risk
Assessments (MS & RA).
o Maintain proper documentation of all HSE activities, reports, and corrective actions.
7. Professional Conduct
o Maintain a professional approach and follow the official line of communication at all
times.
